I've been saying for a long time that the H-1B program has been used to displace American I.T. workers, especially those with mortgages and children preparing for college.  Now, the Gov't Accounting Office is out with a report slamming this pathetic corporate subsidy called the H-1B visa:

"Among the findings is that H-1B workers are "often not paid wages associated with the highest skills in their fields." The report found that 54% of the workers from June 2009 to July 2010 "were categorized as entry-level positions and were paid at the lowest pay grades allowed under prevailing wage levels."

"The widest wage differential is for H-1B workers aged 40 to 50. They had median reported earnings that were significantly lower than the median earnings of U.S. workers in these IT occupations, the GAO reported."

The Hill also has a post about this report, and the comments are revealing:

"… in other words, one single nationality/foreign corporate culture has hijacked the entire program."

"As everyone who follows this knows, the H-1B visa is just a cheap labor scam program so that American companies can hire equal or lesser skilled workers from India at about 1/3rd the wages paid to Americans.  It is time to scrap this bogus program and the visa lottery altogether.  And I don't care what blowhard Bill Gates says."

Actually, it would seem that new US citizen (and Canadian and European and Japanese) grads have been hit the hardest, because most of the hires were low-end entry level people.  Not best and brightest.  

These people typically wouldn't have children, or mortgages, since they were never able to enter the workforce, instead, replaced by 3rd world scabs who would do their countrymen a lot better if they simply remained in India.

Basically, its genocide against best and brighthest US Citizens.  Of course Microsoft, Google, Facebook, Cisco, etc., will proudly display their token white young guys, but everyone knows that the Silicon Valley campuses of those companies are overflowing with H1-B's.

The biggest finding the report didn't make is that the slumdogs have ruined or destroyed nearly every U.S. tech company except for Apple (which smartly got its R&D out of India in 2006 before it ruined the company):

Adaptec - Indian CEO Subramanian Sundaresh fired.
AIG (signed outsourcing deal in 2007 in Europe with Accenture Indian frauds, collapsed in 2009)
AirBus (Qantas plane plunged 650 feet injuring passengers when its computer system written by India disengaged the auto-pilot).
Apple - R&D CLOSED in India in 2006.
Apple - Foreign guest worker caused the disastrous MobileMe product rollout.
Australia's National Australia Bank (Outsourced jobs to India in 2007, nationwide ATM and account failure in late 2010).
Bell Labs (Arun Netravalli took over, closed, turned into a shopping mall)

ComAir crew system run by 100% Indian IT workers caused the 12/25/05 U.S. airport shutdown when they used a short int instead of a long int
Dell - call center (closed in India because Premji's conmen don't even know how to use telephones, let alone computers)

Fannie Mae- Hired large numbers of Indians, had to be bailed out. Indian logic bomb creator found guilty.
GM - Was booming in 2006, signed $300 million outsourcing deal with Wipro that same year, went bankrupt 3 years later
HSBC ATMs (software taken over by Indians, failed in 2006)
Intel Whitefield processor project (cancelled, Indian staff canned)
Lehman (Spectramind software bought by Wipro, ruined, trashed by Indian programmers)
Microsoft - Employs over 35,000 H-1Bs. Stock used to be $100. Today it's lucky to be over $25. Not to mention that Vista thing.

PeopleSoft (Taken over by Indians in 2000, collapsed).

Quark (Alukah Kamar CEO, fired, lost 60% of its customers to Adobe because Indian-written QuarkExpress 6 was a failure)
Rolls Royce (Sent aircraft engine work to India in 2006, engines delayed for Boeing 787, and failed on at least 2 Quantas planes in 2010, cost Rolls $500m).
Skype (Madhu Yarlagadda fired)
State of Indiana $867 billion FAILED IBM project, IBM being sued
State of Texas failed IBM project.
Sun Micro (Taken over by Indian and Chinese workers in 2001, collapsed, has to be sold off to Oracle).

Wow, didn't know that H1-B's can remain exempt from deportation as long as they keep applying for green cards.  So, theoretically, H1-Bs can just remain in the US forever, even if an employer is never able to get them a green card because of a cap.

A "lottery" for H1-B, just how on earth is that testing for the "best and brightest"?  That's just silly.  While most H1-Bs are nothing but entry-level, run-of-the-mill employees, it is bizarre that the 'best and brightest' get tossed into the same barrel as these people.

Only half (or less) of H1-B's are subject to the legislated caps. (page 14).

Page 16, employers accelerated their H1-B visa hiring at a time when Americans were being laid off in droves, and there was no upturn in the industry.  Tens of thousands of US Citizens' lives ruined.

Page 17, L-1's add another roughly 50% to the H1-B total.  In 2008, an incremental 200k US workers were displaced from employment by H1-B and L-1 applicants.

Page 19 -- I finally understand why small 'consulting' firms were claiming to have relationships with top US firms (GE, Goldman Sachs, etc.).  Took me forever to figure this out.  Basically, they're bodyshops, and their websites often are adorned with those firms' logos.

Page 92 -- basically no wage growth for engineers or computer people, despite generating massive amounts of productivity gains for the US economy.

Probably the saddest thing about this report was that $200k-$300k/year civil servants wrote it, and didn't find anything wrong with the salary of an Electrical Engineer having a median of only $78k (ie: $1500/week earnings).

So another bureaucracy wastes tax payer money to write a report of what's well known for over a decade - well what's gonna happen now? More of the same I would imagine and over a million third world "talent" pockets wages while Corporate America finalizes the destruction of the American workforce !!
