Staten Island Borough President urges Senate bill that would help Americans get jobs

Borough President James Molinaro urged the passage of a Senate bill today that would ensure Americans are given every consideration when applying for jobs.

The H-1B and L-1 Visa Reform Act, sponsored by United States senators Richard Durbin (D-IL) and Charles Grassley (R-IA), roots out fraud and abuse by requiring employers to make a good-faith attempt to recruit a qualified American worker before hiring an H-1B professional foreign guest worker.


"Outsourcing is an absolute outrage that deprives qualified American workers of their jobs," wrote Borough President Molinaro in a letter to Senator Durbin.

The proposed bill prohibits using H-1B visa holders to displace qualified American workers, and the practice of using 'H-1B only' advertisements when looking to hire employees.

Furthermore, the bill prohibits employers from hiring additional H-1B and L-1 professionals, if more than 50 percent of their employees are H-1B and L-1 visa holders.

H-1B visas were originally intended by Congress to benefit the American economy by allowing U.S. employers to import high-skilled and specialized guest-workers when no qualified American workers are available.

However, although it was initially successful, foreign guest-workers began to displace qualified American workers, critics say.The Durbin-Grassley bill would reform the H-1B visa program, not ending it or reducing the number of H-1B visas that are available.

"Unfortunately, in today's workplace, the common practice is to displace qualified American workers with foreign workers at half the salary. The New York Post recently reported that IBM transported "consultants" from overseas to improve the City of New York's financial data base. Although the Department of Finance had employees who could do the job, they ended up having to "translate" for the foreigners who lacked English skills!" wrote Molinaro, in a letter to Senator Durbin.

"Outsourcing is an absolute outrage that deprives qualified American workers of their jobs. I couldn't agree with you more when you introduced this important bill by saying that 'the H-1B visa program should complement the U.S. workforce, not replace it.'"

MetLife, like all of the other insurace companies in NYC pay ZERO NYC Corporate Income tax - they are tax exempt.

Stop all Hi-B and L-1 visas NOW. Put all out of work Americans to WORK FIRST.
